In compliance with the Assembly Bill (“AB”) 361 (Rivas, Chapter 165, Statutes of 2021) and its amendments to California Public Resources Code Section 54953(e), this meeting will be held exclusively via teleconference participation of a quorum of Board members in locations not open to the public. This meeting is being held during a proclaimed state of emergency, and state and local officials have imposed or recommended measures to promote social distancing, while allowing the public to observe and address the Board.

THE FOLLOWING MATTERS BEFORE THE TRANSBAY JOINT POWERS AUTHORITY ARE RECOMMENDED FOR ACTION AS STATED BY THE EXECUTIVE DIRECTOR OR THE CHAIR.

CONSENT CALENDAR

8. All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the Transbay Joint Powers Authority, and will be acted upon by a single vote. There will be no separate discussion of these items unless a member of the Board or the public so requests, in which event the matter shall be removed from the Consent Calendar and considered as a separate item.

(8.1) Approving the Minutes of the January 13, 2022 meeting.

(8.2) Approving the continued use of teleconferencing technologies for meetings of the legislative bodies of the TJPA pursuant to the provisions of Assembly Bill 361.

REGULAR CALENDAR

9. San Francisco Peninsula Rail Program Executive Steering Committee Update on the Downtown Rail Extension Project Benefits.

10. Authorize the Executive Director to execute a non-binding Term Sheet for Operations Agreement between the Transbay Joint Powers Authority and the East Cut Community Benefit District, with Office of Community Investment and Infrastructure as an acknowledging entity, regarding the design, development, operations and funding of the proposed Under Ramp Park project.

11. Authorize the Executive Director to execute an amendment to the Professional Services Agreement 13-02-PMPC-000 between the Transbay Joint Powers Authority and URS Corporation (now AECOM) for Program Management/Program Controls services, to modify the scope of services to include Right of Way Management and Program Coordination Support Services and adjust the contract amount by $417,474 for a not-to-exceed total contract amount of $51,014,474.
