NOTIFICATION OF CANCELLATION

Please be advised that the Transbay Joint Powers Authority (TJPA) has officially canceled Invitation for Bids (IFB) 26-04, Janitorial Services, effective immediately.

Following the public bid opening and subsequent evaluation of the bid materials, TJPA determined that differences in the pricing proposal evaluation metrics did not provide a fair and consistent basis for comparing the bids received. As a result, TJPA has determined that it is in the best interest of the agency to cancel this solicitation.

Accordingly, all bids received in response to IFB 26-04 are hereby rejected.

TJPA intends to re-solicit these janitorial services using a revised bid form that establishes a uniform evaluation methodology to ensure a fair and equitable comparison among all bidders.

NOTIFICATION OF APPARENT LOW BID

This serves as notification that that ABM Industry Groups, LLC has been determined to be the apparent low bidder at the public bid opening held Thursday, June 18th at 3:00 p.m. at TJPA’s main office.

The term “apparent low bidder” means that ABM Industry Groups, LLC submitted the lowest priced offer as opened, but the final contract award remains contingent on determining the bid is responsive and the bidder is responsible.

A formal Notification of Award will be issued and posted on the TJPA website once all evaluations are complete and a final award decision is made.

ANNOUNCEMENT

INVITATION FOR BIDS

The Transbay Joint Powers Authority (TJPA) issues this Invitation for Bids (IFB) for Janitorial Services for the Salesforce Transit Center (Property) from qualified firms (Bidders) to provide janitorial services in mixed-use commercial and public spaces.

Bids must be received by the TJPA no later than 2:00 p.m. Pacific Time on Thursday, June 18, 2026. Bids submitted electronically shall be in Adobe PDF (Portable Document Format) and sent via email or file sharing link to Procurement@tjpa.org. Bidders who elect to submit a physical copy of their Bids shall submit one hardcopy and a USB drive containing the Bid in PDF to the following address:
