This meeting will be held in person at the location listed above. Members of the public may attend the meeting to observe and provide public comment at the physical location listed above. Members of the public attending the meeting in person may comment on the meeting during public comment periods. TJPA also plans to provide a call-in line for remote public comment at the meeting. Members of the public may address the Authority on matters that are within the Authority's jurisdiction and are not on today's calendar.
THE FOLLOWING MATTERS BEFORE THE TRANSBAY JOINT POWERS AUTHORITY ARE RECOMMENDED FOR ACTION AS STATED BY THE EXECUTIVE DIRECTOR OR THE CHAIR.
CONSENT CALENDAR
8. All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the Transbay Joint Powers Authority and will be acted upon by a single vote. There will be no separate discussion of these items unless a member of the Board or the public so requests, in which event the matter shall be removed from the Consent Calendar and considered as a separate item.
(8.1) Approving the Minutes of the March 12, 2026 meeting.
(8.2) Approving the Operating Agreement Template forms dated May 1, 2026, Implementing Agency Resolutions of Project Compliance for the allocation of Regional Measure 2 funds in the amount of $9,186,125 and Regional Measure 3 Funds in the amount of $4,326,844, and the required Certification of Assurances.
(8.3) Authorizing the Executive Director to execute Amendment No. 01 to the Professional Services Agreement with Seifel Consulting, Inc. for real estate economics services, exercising an option to extend the term for an additional two years through May 12, 2028, and increasing the total compensation by $120,000 for a revised not-to-exceed amount of $620,000.
(8.4) Authorizing the Executive Director to execute a professional services agreement with Bosch Building Technologies for Physical Security Systems Maintenance services for a three-year term, with the option to extend the term up to two additional one-year terms, and an amount not to exceed $304,272.
9. Approving the recommended applicant to serve as a member of the TJPA Citizens Advisory Committee to fill the vacant San Francisco Based Public Transit Advocate seat.
10. Approving an amendment to the Employment Agreement with Executive Director Adam Van de Water to increase compensation by 3% effective May 1, 2026.
11. Presentation of Draft 5-Year Capital Improvement Plan.
12. Presentation of and Public Hearing for the Draft Fiscal Year (FY) 2026-27 Budgets, including the Operating Budget of $29,175,000; the Capital Budget for The Portal, Tenant Improvements, and the Capital Improvement Plan totaling $120,628,000; and the Debt Service Budget of $26,448,212.
13. The Portal Update and Monthly Status Reports for March 2026 and April 2026.
