RFP 25-10 Progressive Design-Build Civil and Tunnel Construction (40-CT)

ANNOUNCEMENT

NOTICE OF ISSUANCE – REQUEST FOR PROPOSALS #25-10

This notice serves to inform interested parties that the Transbay Joint Powers Authority (TJPA) has issued Request for Proposals (RFP) #25-10 for Progressive Design-Build Civil and Tunnel Construction (40-CT) for the Transbay Portal (Project) to the shortlisted firms selected through 23-04 Request for Qualifications (RFQ) Progressive Design-Build Civil and Tunnel (Proposers). 

The RFP documents and related information has been emailed to the shortlisted firms on Friday, December 19, 2025. Proposal packages must be received by the TJPA no later than 2:00 p.m. on Thursday, June 4, 2026. Proposals must be submitted electronically following the instructions listed in the RFP document and sent via email or file sharing link to RFP@tjpa.org. Late proposal packages will not be considered.

The TJPA plans to award one contract to the highest scoring Proposer, pending successful negotiations.

This notice serves as the solicitation announcement and is for informational purposes only. 

This notice shall not create any legal rights or responsibilities. All terms of this offering shall be as set forth in the RFP and related materials. Without limiting the foregoing, any and all contracts will be contingent upon TJPA Board approval. 

Consistent with the TJPA’s Procurement Policy, all communications regarding this procurement shall be directed to rfp@tjpa.org; communications with other TJPA representatives, including Board members and staff, about the procurement is prohibited.
