Notice of Intent to Issue Request for Qualifications for General Engineering Consultant Services
ANNOUNCEMENT
NOTICE OF INTENT TO ISSUE REQUEST FOR QUALIFICATIONS
This notice serves to inform interested parties that the Transbay Joint Powers Authority (TJPA) intends to issue Request for Qualifications (RFQs) for General Engineering Consultant and professional support services for the Transbay Program from firms with expertise in design, engineering, development and procurement of heavy civil underground rail transit projects including utility relocation, building demolition, noise and vibration, civil, drainage, architectural, track, rail systems, and tunnel ventilation design for an at-grade and subterranean extension of Caltrain electrified service and future California high speed rail service to the Salesforce Transit Center.
TJPA plans to issue three independent RFQs for separate work scopes in support of the following construction contracts:
- Utility Relocation design and subsurface utility exploration for contract no. 10-UR
- Track and Systems design, and 4th and King Yard site preparation design for contract nos. 50-TS and 20-YA
- Civil and Tunnel (design review), Station fit out design for the Salesforce Transit Center, and Building Demolition design for contract nos. 40-CT, 30-BD and 60-SF
The first of the three solicitations is anticipated to be released in Spring 2026. The subsequent RFQs are scheduled for release in Summer 2026, though these dates are subject to change based on project needs and schedule. Prospective Respondents can apply to each of the RFQs when issued within the required submittal period.
The RFQs will be published on the Contract Opportunities on TJPA’s website and the DemandStar website. The anticipated closing date for responses to the RFQs will be specified in the formal solicitation documents. This notice serves as a pre-solicitation announcement and for informational purposes only. It is not a solicitation, and the TJPA is not requesting proposals or bids through this announcement.
This notice shall not create any legal rights or responsibilities. All terms will be set forth in the RFQs and its related materials. Without limiting the foregoing, any and all contracts executed will be contingent on TJPA Board approval.
