Notice of Intent to Issue Request for Proposals for General Engineering Consultant Services
ANNOUNCEMENT
NOTICE OF INTENT TO ISSUE REQUEST FOR PROPOSALS
This notice serves to inform interested parties that the Transbay Joint Powers Authority (TJPA) intends to issue a Request for Proposals (RFP) for General Engineering Consultant and professional support services for the Transbay Program from firms with expertise in design, engineering, development and procurement of heavy civil underground rail transit projects including utility relocation, building demolition, noise and vibration, civil, drainage, architectural, track, rail systems, and tunnel ventilation design for an at-grade and subterranean extension of Caltrain electrified service and future California high speed rail service to the Salesforce Transit Center.
The RFP will be published on the TJPA website at https://www.tjpa.org/ and the DemandStar website at https://network.demandstar.com/ on or about August 1, 2025. The anticipated closing date for responses to the RFP will be specified in the formal solicitation document. Prospective Respondents may obtain copies of this RFP, including required forms, by visiting the TJPA’s website at https://www.tjpa.org/ or by contacting the TJPA at 425 Mission Street, Suite 250, San Francisco, CA 94105, (415) 597-4620, email rfp@tjpa.org.
The TJPA anticipates selecting a Consultant to perform the services for a period of four (4) years with two (2) options to extend an additional three (3) years (up to ten (10) years total), exercisable at the TJPA’s sole discretion.
This notice serves as a pre-solicitation announcement and is for informational purposes only. It is not a solicitation, and the TJPA is not requesting proposals or bids at this time.
This notice shall not create any legal rights or responsibilities. All terms of this offering shall be as set forth in the RFP and related materials. Without limiting the foregoing, any and all contracts will be contingent upon prior TJPA Board approval.
Consistent with the TJPA’s Procurement Policy, all communications regarding this procurement shall be directed to rfp@tjpa.org; communications with other TJPA representatives, including Board members and staff, about the procurement is prohibited.
