ACCESSIBLE MEETING POLICY

The Transbay Joint Powers Authority meeting will be held in Room 416, at 1 Dr. Carlton B. Goodlett Place, San Francisco, CA.  The closest accessible BART station is the Civic Center Station at United Nations Plaza and Market Street.  Accessible MUNI lines serving this location are:  Muni Metro Lines J‑Church, K‑Ingleside, L‑Taraval, M‑Oceanview, N‑Judah, and T-Third at Van Ness and Civic Center Stations; F-Market; 19-Polk, 47‑Van Ness; 49-Mission-Van Ness; 5-Fulton; 6 Parnassus; 21-Hayes; 9‑San Bruno; and 71‑Haight Noriega.  For more information about MUNI services call 311.

The meeting room is wheelchair accessible.  Accessible curbside parking spaces have been designated on the Van Ness Avenue and McAllister Street perimeters of City Hall for mobility-impaired persons.  There is accessible parking available within the Civic Center Underground Parking Garage at the corner of McAllister and Polk Streets, and within the Performing Arts Parking Garage at Grove and Franklin Streets.

13.  All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the Transbay Joint Powers Authority, and will be acted upon by a single vote.  There will be no separate discussion of these items unless a member of the Board or the public so requests, in which event the matter shall be removed from the Consent Calendar and considered as a separate item.

(13.1)   Approving the Minutes of the March 9, 2017 meeting.

(13.2)   Approving the Minutes of the March 24, 2017 Special meeting.

(13.3)   Approving the Operating Assistance Proposal dated May 9, 2017, and an Implementing Agency Resolution for the allocation of Regional Measure 2 Funds in an amount not to exceed $4,856,082 for the Transbay Transit Center Program.

(13.4)   Approving the updated Initial Project Report dated May 9, 2017, and a Resolution of Project Compliance for the rescission and allocation of Regional Measure 2/AB 1171 Bridge Toll Funds in the Amount of $2,052,824.66 for the Transbay Transit Center Program.

(13.5)   Authorizing the Executive Director to execute Amendment No. 01 to the Professional Services Agreement with Langan Engineering & Environmental Services for construction-related environmental consulting services, exercising the option to extend the term of the agreement through June 30, 2018 with no additional compensation.

(13.6)   Authorizing the Executive Director to execute an amendment to the Professional Services Agreement for Legal Services with Jones Day, to provide litigation support services arising from the movement of 301 Mission Street, for an additional compensation of $1,500,000.

REGULAR CALENDAR

15.  Presentation of and Public Hearing for draft Fiscal Year 2017-18 (FY 2017-18) Capital Budget in an Amount Not To Exceed $407,419,900 and draft FY 2017-18 Operating Budget in the amount of $15,093,100.

16.  Authorizing the Executive Director to execute a sublease with Alameda-Contra Costa Transit District (AC Transit) for the Bus Storage Facility.

17.  Authorizing the Executive Director to execute Amendment No. 03 to Agreement No. 03-02-DTX ENGR-002, Engineering Design Services for Caltrain Downtown Extension Project Term 3 (2014 -2017), with Parsons Transportation Group to extend the term of the Term 3 Agreement by two years (2017–2019); increase the contract amount by $2.6 million, for a total contract amount of $6.8 million; and update the assigned Key Personnel.

18.  Presentation of the Draft Retail Plan for the Transbay Transit Center.
