Gabriel Carcamo

Gabriel Carcamo joined the TJPA in March 2026. He brings nearly a decade of experience with the City and County of San Francisco, where he held accounting and budget roles across the Office of the Controller, the Department of Homelessness and Supportive Housing, and the San Francisco Municipal Transportation Agency (SFMTA).

Most recently, at SFMTA, he managed and analyzed a multi-billion-dollar operating budget and led complex labor cost projections. He specializes in labor cost modeling, workforce planning, and financial analysis, and has developed tools to support hiring strategies and long-term fiscal sustainability. His experience spans accounting operations, financial management, and budget development, supporting data-driven decision-making across large public agencies.

Mr. Carcamo holds a Bachelor of Arts in Economics with an emphasis in Accounting from the University of California, Santa Cruz.
