Paul Kincaid

Paul Kincaid was appointed to the TJPA Board by the AC Transit Board effective September 2026. Director Kincaid is AC Transit's Assistant General Manager, the transit district's second-ranking executive, a role that is internally focused, translating the General Manager–CEO's vision into action through direct oversight of the District's processes, personnel, and operations. Director Kincaid comes to the District following extensive experience in Washington, D.C., where he twice served as Associate Administrator of the Federal Transit Administration. He also served as Communications Director for four members of the U.S. House of Representatives, including former Congressman Mike Honda. Before his tenure in Washington, Director Kincaid advised and managed political campaigns nationwide and worked as a news and sports reporter for multiple media outlets. A graduate of the University of Florida, he is a native Floridian who now resides in Oakland.
